I love the new training section. Is there anyone there who can help me if I have questions about a particular course I am taking?

No, I am sorry there is no one here that can help with this. However, each site has its own help available to you. There should be a link at the training site for any questions you may have.

If I upgrade my skills by taking online courses to learn to use new software packages, how will I know when my skills are at a level of proficiency required in a job description?

"Proficiency" falls into a big gray area between basic knowledge of a software package and expert knowledge of it.
